In short, there are two kinds of vowel: strong and weak.

You will notice that the weak vowels do not come in ogonek-ed forms.
So, what does this weird system mean?
These vowels only influence adjectives, adverbs and verbs.
In adverbs and adjectives, the suffixes are affected; whereas in verbs it affects the entire ...or at least some of the... conjugation.
Adjectives and Adverbs
Adjectives
In adjectives, for words ending in a STRONG vowel, the ending will be "-rr" (IPA = -ʀ); but for words ending in a WEAK vowel, the ending will be "-mm" (IPA = -m:).

Adverbs
In adverbs, for words ending in a STRONG vowel, the ending will be "-gg" (IPA = -ɢ); but for words ending in a WEAK vowel, the ending will be "-ff" (IPA = -f:).

Verbs
In verbal conjugation, the only change due to strength is the "optional letter" added if the stem ends in a consonant (nearly always).
Indicative (Realis) Mood:
Strong Verbs: Past = -k- ; Non-Past = -ff-
Weak Verbs: Past = -m- ; Non-Past = -f-
Irrealis Moods:
Strong Verbs: Past = -a- ; Non-Past = -o-
Weak Verbs: Past = -i- ; Non-Past = -y-
NB: If the stem ends in a vowel, these infixes are omitted, or rather just not infix-ed.
Strong Verbs
Strong verbs consist of Classes 1, 2 and 3. These verb infinitives end in a, e or o (or any of their variants).

Weak verbs consist of Classes 4, 5 and 6. These verb infinitives end in i, u or y (or any of their variants).
