It is a country where they speak Best Language. The people in the ocean islands liked the name Dhwer but Dhwer said no so they renamed after Thkelpenhern. Then Thkelpenhern was mad and banned all tje real languages, even Chinese (this is me trying to make it canon ok?) as well but now in Thkelpenhern Two which is small islands and ocean they are happy with the new name.
