It is generally thought that the /t͡ʃ/ occured first which came from /k/ before front vowels or /j/. A later development in some varieites of Stewish changed /t͡ʃ/ to /t͡s/ though the literary standard that was created after the fact (that is, after the death of the language) cannot accuratly reconstruct where the changes occured. Thus, in ANY position where /t͡ʃ/ exists you may and can find /t͡s/ in its place. The usage is user dependant though there are certian instances where from texts only the /t͡s/ appears.
