For the past 300 years, the islands of the Raimak have been home to two major civilizations: the Tii and the Laiky. The two are seperated by language and a number of aspects of their cultures, yet cooperate and get along, even when at war. They share a capital city, known by three names: Paranai (Tiian), Tirikizi (Laiky), and Qoimash (Seimilan). To understand the modern Oceanic East, one must first understand the fallen Seimilan empire.

The Seimilan were (big long description). The founded the city of Qoimash, which in their language meant "Holy City" on a large island they believed to be the final resting place of their prophet, Yareik, who had fortold a "Day of Fire," on which all who were displeasing to the gods would be burnt alive. Further, he declared that for this Day of Fire to be brought forth, as many infidels as possible should be brought and burned alive. As they all must be burnt at once, the Seimilan would go many years between the burnings, amassing thousands of slaves, until they had reached a number which might be respectable to the gods, and then have them all burnt. These massacres generally happened around every decade, and became more lavish and impressive through the years. If a leader could not provide an impressive enough spectacle, often they were accused of being an infidel themselves and were burnt as part of their own festivities. This lasted for nearly 200 years, and devastated the islands anywhere near Qoimash.

The Tii and Laiky were originally remote and unimportant societies, who had never had any contact. The Laiky lived on the closest island to the Great Island, and the Tii lived on a series of islands extremely far out into the Raimak, so far that trade was incredibly inconvenient. However, the Seimilan reached them both very close to the same time. Like most places, they both fought the Seimilan; unlike most places, both the Tii and the Laiky won. The Tii, having talked to the Seimilan quite extensively, knew what the Seimilan were after, and realized that they would not be left alone unless they became powerful enough for the Seimilan to fear them; the Laiky believed the Seimilan not to be as great a threat as they were, and decided to wage war as vengeance for attacking their island.

There was one island which both the Tii and the Laiky happened to arrive at at the same time, and happened to each have leaders at. They decided to form an alliance, and conquered the island together. They then continued on, taking island after island, combining their forces and exploiting the resentment the local peoples had for the Seimilan to convince them to help. Even so, neither had been a massive military power before; when they came to the Seimilan capital, Qoimash, they attacked and tried to take the island. If they had had more experience, they never would have attacked; they did not, and so they did. The fight lasted nine days, and by all rights they ought to have lost. However, in a final effort, a single band landed and managed to storm the highest temple and slaughter most of the ruling elite, who were in the temple performing rites for Yareik. Without their leaders, the Seimilan were broken and confused. The sole remaining high priest took power, only to be overthrown in a coup, only to be overthrown by another coup. The Tii and Laiky took the city and the island and renamed it, each in their own languages, "City of Victory."
