#1. There is no word for 'not'. Instead, adding to before an adjective or verb negates it.

Divakänä gitä.
I am happy.
Divakänä togitä.
I am not happy.

#2. It is perfectly acceptable to prefix the verb with the personal pronoun.

Tigukäne dovä.
He hunts animals.

This is the same as, and as grammatically accurate as,

Ti gukäne dovä
He hunts animals.

You can use either, however the latter is seen as more formal, and the former is used in casual conversations between friends and such.
Another example:

Mäkäkä tirokotkä vit tigukäne dovä?
Did you know that he hunts animals?

This would, again, be the same as:

Mäkäkä ti rokotkä vit ti gukäne dovä?
Did you know that he hunts animals?
