The ten-modifier is the number by which you have to multiply 10 with to get the number that fits, for example 40 would be Fuirsenn (Four-ten).
41 would be Fuirsenn-ons.
The same kind of construction is noticeable in the higher numbers - 3-hundred-4-ten-five would be 345.
